This snippet of PHP code is used to check backlinks and nofollow tags on a webpage. It checks that the backlink exists on the target website, and whether there is a nofollow attribute, both on the link itself, and as a page level metatag.

The function should be run for each webpage and expected reciprocal link and test the return:
0 - The expected backlink is not on the target page
1 - The expected link is on the target page
2 - The expected link is on the target page, but contains a nofollow attribute
3 - The expected link is on the target page, but the page contains a nofollow metatag.

A return of anything but 1 is useless for SEO.
